I don't know if this is a plug-in problem. I use a hybrid server (version 1.18.2 cat server)

Catserver opens the server, then loads the Multipleversecore plug-in and permission plug-in, and grants tp permissions after creating a new world. After successful transmission, permissions will be lost.

Please tell me if this was changed by the developer, not you.

hybrids are not really supported since they can cause issues like this. you should try to reproduce this on a supported platform
