I can't set the permission that allow players using vanilla commands

e.g.
(on my server)
When I set the permission "minecraft.command.teleport" to true in default group, players who in the default group still can't use the vanilla command "/tp".

My Luckperms is the newest version. In tutorial that other youtuber made, I see their Luckperms is working very well.

My server is Purpur, 1.21.1, These are the plugins that I installed:

AdvancedBanX, CatSeedLogin, Chunky, CoreProtect, CreeperDestructDisable, InstantRestock, InvSeePlusPlus, LagFixer, LetUrMemoryRest, LifeStealZ, LuckPerms, Matrix, Orebfuscator, ProtocolLib, SkinsRestorer, TAB, Vanish, ViaBackwards, ViaVersion

Is it a bug? Or one plugin that I installed is the reason?
