I think that I found something weird with "argument-based-command-permissions" set to true which I need for more specific permissions but when I have this enabled I can't run any modifications for permissions from console (console just don't have enought permission level to run those commands).

I had v4.1.52 I tring to reproduce problem on the lastest version but server with 200+ mods starting 10 minutes

Issue is still there v4.1.63.

I ran few commands to try modify perms groups in console or display info about groups. Same Issue is with modifying users.
