I was having issues applying this enchantment book to a paxel from Silent Gear, however it worked fine with a sword from the same mod.

I then realized that the Ice Aspect level of the book is III. According to JEI the Ice Aspect enchant only goes to II but if you combine 2 Ice Aspect II you get a III. This causes a conflict when you have mods that combine enchantments in a book as it renders any other enchantments unusable. Eventually I found a workaround in which you place the tool with an tool enchantment that works in the anvil and then replace the book without removing the tool. This applies the correct enchantment.
