I’m using a bunch of diamond magnum torches to stop mob spawns in my village area, twice now has a horde of zombies spawned in the diamond torch area and killed every villager, don’t have any mods that alter mob spawn behavior, not sure if this is due to it being on a server.

bro, I also met this issue, after many investigations, I found that it seems that this mod cant work with biome added by other mods, and it only work in vanilla biome(???)

It's not related to biomes. Adding the correct mob spawn type in the config (I think something like EVENT) should resolve this.
