Miner's Guide and Swimmer's Guide drop on chest and waterlogged chest breaking loot tables

Specifically the majruszs-accessories-forge-1.19.2-1.5.2-backport.2 release.

When players or fake players break chests or possibly anything with the #forge:chests block tag, the following can occur:

• A Miner's Guide can drop when breaking below Y-50
• A Swimmer's Guide can drop when waterlogged

I was unsure if this was intentional feature or a bug, or if it is an issue specifically with the mod pack I am working within.
