[1.20.1] [Forge] Gamestage chat messages and advancements are not being given to players with per-player difficulty enabled

As you can see, my difficulty is currently Expert

But there are no chat messages sent to me to indicate this and the advancement for Expert mode wasn't given to me

Update: This issue seems to fix itself after manually setting the gamestage back to normal for everyone for whatever reason

The advancements were also being given only AFTER re-entering in the world
