[FABRIC] Mod Integration Impetus recipes never get loaded due to using an outdated tag convention

It is no longer #c:ingots/[metal], it is now #c:[metal]_ingots, for consistency with Neoforge. Everything referencing this old convention should be changed to reflect the new tagging convention.
