Adding Empty maps auto uses it at times where it is unintentional. (v1.21-6.1.3)

I made a map atlas using a 1:2 scale map. Equipped it, it creates a 1:1 map of the area I am in (which was in a different area than the 1:2 map I gave it) meaning the 1:2 map doesn't show up. I am in the map chunk that the 1:1 map was created in, added an empty map, it consumes the empty map to re-add the chunk that it incorrectly made the first time.
???
I shouldn't be able to add empty maps?
I think you confused what happened here. I created a new atlas using a 1:2 scale map, slime ball, and a book in a crafting grid. The goal was to make a 1:2 scale atlas. I then added an empty map but the atlas that was made with a 1:2 scale map was acting and treating it as a 1:1 scale atlas even though it was created with a 1:2 scaled map. The map that the atlas generated was a 1:1 scale map.
Can you please explain the intended behavior of atlas scaling?
Ah. Well there was a bug where I allowed to add filled maps of different scale. I'll look at this one next

I would still like a clarification on this part so that I can better understand the issue I experianced. I have yet to test the new version, apologies on that front. Will be getting to that this afternoon.
