Created Atlases are at 1:1 scale regardless of source map size

Issue:
When creating an Atlas with a map at scales higher than 1:1, an Atlas is created at 1:1 scale
Steps to re-create:
- Create a map at a crafting bench
- Upgrade map at crafting bench to any scale higher than 1:1
- Use map fill in immediate area
- Use partially filled map to create atlas
This issue was experienced with NeoForge version 21.1.128, Minecraft version 1.21.1, and Map Atlases version 1.21-6.1.4
