Can't seem to access the sluice gui, even with a water tower behind it. FTB Monster Mod

I wanted to setup water turbines and just can't access the sluice gui to put in Iron wheels, so the conclusion: no pressurized water, no energy.
Tried it on a server and on local computer, but neither does work.
Monster modpack vs 1.6.4
Mariculture v.1.2.1e Pls help :)
