Describe the bug; What happened?

using anvils, you can enchant any item with guarding strike, even items not normally capable of being enchanted, such as porkchops or grass blocks. Furthermore, /enchant is unable to enchant eligible items with Guarding Strike.

Expected Behavior

only melee weapons should be able to be enchanted with guarding strike.

ok i was in creative when applying it to random items, but it is still able to be applied to ranged weapons, in spite of ranged weapons being unable to benefit from guarding strike
