Currently, Freezing and Chilling applies slowness (iirc Freezing also applies Mining Fatigue). There is nothing wrong with this, but an actual "freezing" effect would be very cool, pardon the pun.

Describe the solution you'd like

Ideally, this enchantment would apply a "frozen" effect. https://minecraft.wiki/w/Powder_Snow#Freezing. Higher levels would apply a longer duration. For Chilling and Freezing to be more unique, one could still grant slowness, while the other could apply Fatigue. For example: Chilling would apply the "frozen" effect as well as Fatigue, while Freezing applies both slowness and "frozen" for, well, a lot of slows.
