Gas turbine only reaches 3 rpm and never spins up not even to 1/4 where it should begin to operate normally

After much trial and error I managed to get the turbine working. The problem seem to be more with the engineers manual description of the turbine. In the manual says it requires 4096 IF/T (which is what the hv connectors are so pose to deliver) but it seemed to require much more to get it started.
