Describe the bug

If for some reason you chose to disable factories, but left tier installer items enabled, then using a tier installer on a target machine will cause it to vanish.

To Reproduce

Disable factories
Leave tier installer enabled
Use a tier installer on what would be an ordinarily targetable machine
Say goodbye to machine

Expected behavior

I think the best response would be for nothing to happen. Maybe have a reminder message pop up in either chat or the console to say that the TIs do nothing.
Modpack users can still repurpose the TIs using CraftTweaker.
