Combiner can lead to gem duplication

Issue description:

When used in a modpack with other mods (Astral Sorcery, ElementalCraft, any mod that result in Fortune V or higher) it is possible to use the combiner to duplicate certain resources.

I am aware that generally the stance is that balancing issues should be left to the modpacks, but I'd like to bring this up for consideration for tweaks in future versions because there are so many ways this can be exploited that it may be worth it to just change the defaults.

Steps to reproduce:

For diamonds:

  1. Use 3 diamonds to make diamond ore in combiner
  2. Process diamond ore; (ElementalCraft before 2.5.11 yields 4 diamonds, AstralSorcery yields 5, Fortune V yields 3.14 on average)

Version (make sure you are on the latest version before reporting):

Forge: 36.0.21
Mekanism: 10.0.19

To be honest there is not much we can realistically do against mods that add higher tiers of fortune as they are just going to lead to exploits anyways which aren't all that hard for pack devs to fix, but are a pain/impossible for us to reasonably adjust based on especially given mods like apotheosis which lets you get to fortune 15 or maybe even higher exist.

I am going to leave this open for now until I am next discussing things with aidan, as it might make sense to slightly increase the cost on our end from say 3 to either 4 or 5, but in most cases even if we do a lot of it will still be on pack devs to balance given how many mods add higher tiers of fortune.

I agree that at some point there is nothing you can do.
When you reach that far into the game, there's probably little point in duping diamonds anyway.

Personally, I'm not a fan of the combiner exactly because it enforces a limit like this, which is hard to balance in general.
