Cannot load the Arrow Velocity Unit

In my server console, there is an error stating this:
[minecraft/RecipeManager]: Parsing error loading recipe mekaweapons:module_arrowvelocity_unit

Is it because the unit doesn't exist, or is it an error on my side?
