Crushing gravel has 2 recipes (flint & sand)

I want to crush gravel into sand, but it always results in flint. If I look at the recipes (in-game), the crusher has 2 recipes for crushing gravel: flint and sand. Is this a bug? How can I get sand from the crusher?
