Improve localization, take 4 (Config)

GuiMekanismConfig.java lines 28-29
http://i.imgur.com/IC2oBy5.jpg possible to rename path to Mekanism.cfg in just "Mekanism"? TE4 does this thing.
Also, what about localize all config? I know it possible but it takes time.

I don't think I'm going to localize the config itself, that's a bit overboard.
