Universal cable not receiving power from energy cell after restart/ chunk unload

The universal cable is not receiving power after a restart or chunk unload.
After applying an block update to the energy cell it starts giving power to the cable again.

Yes, it would. The reason for this would be that the cable is not presenting itself correctly as a valid RF receiver during a chunk load.
It then changes after the fact and fails to inform adjacent blocks.

Also, with the same setup, with IC2-Exp 2.2.632 the universal cables will power EU machines, but the cables will not accept IC2, leaving a one-way conversion from RF->EU
After setting it into pull mode the eu->rf works, but the main problem still persists.
The cables need a block update to fix this I think, bugs with RF energy cells and ender IO cables aswell.
Setting the cables into pull mode is not a fix, it is a workaround.
This is actually intentional behavior in terms of the IC2 energy draw - it no longer draws by default, and requires for the cable to be in pull mode to draw it from an IC2 energy source.
Do the cables not connect visually, or just don't receive power? I'm unable to replicate this particular issue in any case.
