Using version 7.1.1.136 of Mekanism and 2-2.2.654 of IC2.

Universal cables will not convert from ic2 sources. Universal cables will convert from other sources to EU. The Energy Cube appears to be able to convert from IC2 to ANY when placed directly against an EU transmitter.

Was transmitter functionality permanently removed? I remember encountering a persistent crash upon removing any cable from an IC2 transmitter. Was this never fixed? Am I supposed to do something to the cable?

Yeah, shift-configurate the relevant side of the cable to PULL mode and it should work.
