Machine Inconsistency

I noticed that the Dissolution and Crystallization Chamber both implement TileComponentUpgrade, and so can be sped up significantly, while the Washer, which sits between them, does not, and so consistently bottlenecks. I understand that the system is meant to time consuming, but I was surprised by the inconsistency, so wanted to bring it up.
I'm going to assimilate this into #2032.
