Electrolytic Separator not responding to energy upgrades

The Electrolytic Separator, when separating Water into Hydrogen and Oxygen gas, does not respond to Energy Upgrades. Other machines do.
The Electroylytic Separator is being powered by Advanced Universal Cable, if that matters.
It appears that, when an upgrade has finished applying, it looks as though it's attempting to adjust the energy usage (quick flickering between numbers) but it goes right back to 400.0 J/t.
Is it just for the production of Hydrogen, or all gases with this machine? I've read somewhere here that Hydrogen production was nerfed/controlled due to the conservation of energy rule-breaking of powering a Gas-Burning Generator (previously Hydrogen Generator).
That's because otherwise there's an exploit.

Also, if it is the case that the Electrolytic Separator can no longer accept Energy Upgrades then it'd be nice if it... well, didn't accept Energy Upgrades.
EUs also upgrade the buffer.

True... it'd be great though if the energy upgrades would improve the machine's energy efficiency all the way up until the breaking point of not breaking conservation of energy laws. Maybe only accept 2 or 4 of them so that the default state isn't incredibly energy inefficient.
