isBlockSolidOnSide for hollow cover-enclosed cables (ForgeMicroblocks)

Please make cables return true on isBlockSolidOnSide when they are enclosed with hollow covers.
This will improve compatibility with Galacticraft, too.

I'm afraid that this has to be done by the hollow covers, not on my end.
