[Feature or issue?] (1.10.2-9.1.1.290) Electrolytic Separator energy upgrades do not reduce energy consumption

Applying energy upgrades to the Electrolytic Separator does not result in a reduction of energy consumption. It does however increases the max energy capacity. Not sure if that is intended or a bug.
