Issue description:

Every mekanism machine will randomly rotate at some point. The glitch appears to be purely visual, and does not seem to effect the side-specific machine settings.

Steps to reproduce:

1. Happens randomly.

Version (make sure you are on the latest version before reporting):

Forge: Latest 1.10.2
Mekanism: 9.2.2.301

This does not appear to be a conflict with other mods, as I have encountered the issue for a long time in 1.10.2 with very different mod configurations.

I realize that this issue has already been reported, but it is still present in the latest 1.10.2 build of Mekanism available through the site. This is a long-standing issue that has been present in the mod for many months without being fixed.

As you've mentioned, it has already been reported. The issue is also fixed but only for the 1.11 version.

I currently have a pull request open to back port some fixes to 1.10 which contains a fix for this issue.
