Universal Tank generating on world load without contents

Issue description:
When creating a new tank and placing some Immersive Engineering fluid in it (gasoline, diesel or lubricant) and then exiting the world, when the world is re-loaded you see the red particle effect that happens when you create the new tank, but the tank is now empty. Does not happen all the time. At some point the problem stabilizes and the tanks loads full-formed and contents intact. I cannot seem to find out how to force it to keep the contents (one of six tanks is retaining the fluid, the other 5 do not).
Steps to reproduce:
- Create tank (in my case 5x5x5) with structural glass walls, one valve
- Place some buckets in the tank (30-40 buckets) of Immersive Engineering gasoline, lubricant or diesel
- Exit world
- Re-Open world

No crash logs
Are the 5 tanks which don't work by any chance on a chunk border? (you can see chunk borders with F3+g)
All 6 tanks cross chunk borders, Just for giggles I built one not crossing borders and the same thing is happening. On load you see the red particles as the tank appears, empty again. Also, it's not just IE fluids either, it's happening with vanilla water and lava as well.
