Private Teleporter allows anyone to go through it

Issue description:
Setting a teleporter to private does not restrict it to the player that created it.
Steps to reproduce:
- Create a linked private teleporter with one account
- Log in with another account and walk through it
- Player is teleported when they should not be
Version (make sure you are on the latest version before reporting):
Forge: 14.22.1.2485
Mekanism: 9.4.1.326

Private/Public on teleporters refers to the Frequency, not the ability for a player to use it.
"Their security can be configured as "Public" (any player can teleport between Teleporters on this frequency) or "Private" (only the player who created/belonging to that frequency may use or add Teleporter Portals to it). They can be used to travel between dimensions."

Please re-open and investigate.
I think it's just a wording issue - only the owner can add teleporters to it, or use the portable teleporter with it.
I did not write it initially though so I could be wrong. @aidancbrady
I do somehow remember the functionality @tgstyle describes (and the wiki). But at the same time, the code doesn't show any sign of blocking it, not now, and not in the commit history for the past months.
