Issue description:

Just recently, I have become unable to teleport using the Portable teleporter. I initially thought it was something to do with the item, so I threw it away and spawned in a new (charged) one. I've also tried removing the teleporter block and replacing it with a new one. When I try to teleport to any of my private frequencies, the purple particles appear as usual, but then the particles just keep spawning, and I never get teleported. I tried teleporting with a teleporter frame, and it works instantly, so the issue is only with the portable teleporter.

I am not sure what changed between it working and not working. I know that a couple of times before, this happened, and a simple rejoin fixed it. This time, rejoining and restarting the server has not resolved the issue.

Steps to reproduce:

1. Use portable teleporter
2. Select frequency
3. Press teleport
4. Particles appear
5. Wait for teleport
6. Keep waiting
7. Never teleport

Forge: 12.18.3.2422
Mekanism: 9.2.3

Both the server log and client log have zero errors/warnings/notices as it doesn't output anything when the issue happens, so I'm afraid this might be hard to track down.

Edit: I'll upload both the server and client logs when I get them anyway.

That's your FML version, not your Forge version. Your Forge version should be 12.18.something.something.
