Issue description:

Digital Miner isn't mining glass, just breaking it.

Steps to reproduce:

1.Run digital miner surrounded by buildings, have silk touch enabled
2.Watch it break glass
3. Open inventory, find no glass

I have the miner connected to a ender chest that dumps into my refined storage. All the other blocks are going through just fine, they show up in my inventory. However, the glass doesn't. It's not in the miner inventory, the chest, or my refined storage.

Mekanism: 9.4.1
Other relevant version: Minecraft 1.12.1
