Issue description:

Solar panels still work when its cloudy or rainy in weather2 and high/low wind events won’t affect the wind generators

Steps to reproduce:

1. Install weather2 mod
   2.Place generators
   3.Watch the incompatibility take place

Version (make sure you are on the latest version before reporting):

Forge: Latest recommended
Mekanism: Latest
Other relevant version: Weather2 2.5.5
