Items being dropped to the ground when using Logistical Transporter and recieving machine is full

Issue description:
When using the logistical transporter to pull ores out a chest into a machine, if the machine is already full the items no longer stop being pulled and instead end up rejected on the ground.

Does it happen with all machines or just one type specifically?
I'm fairly sure Mek's pipes won't even let an item in if it has no destination, so it sounds as though a machine is letting something succeed on simulate but fail when done for real.
I've had a lot of problems with Mekanism oversending.
Sending from Garden Cloches (IE) to Storage Drawers or Crafter (RFTools). Doesn't seem to happen when sending towards other Mekanism machines though.

Garden Cloche sending to a Storage Drawer (storage downgrade for testing purposes). I take 1 Wheat out of the drawer, and the Advanced Cable attempts to send ~16 to it. The remaining either gets stuck in the cables (if the connection is longer than 1 pipe), or pop out (if the length is just 1 pipe)

I isolated the problem to the Crusher. No other machine has problems with accepting inputs from Logisitical Transporters, occasionally I'll have clumps drop out of the machine. Not sure if it's an oversend issue or if the Crusher isn't processing inputs properly.
I have exactly the same problem with storage drawers and cloches. But a very easy reproduction just pulling from a chest into a storage drawer will reproduce it as well.
When pulling from 1 normal chest to a mini chest (Extra Utilities 2) just works fine (does not oversend)
I had the same problem with 3 "Industrial Foregoing" "Material Stonework Factories" feeding into a storage drawer controller. Then I replaced the Mekanism Basic Logistical Transporter pipes with Itemducts (Thermal Dynamics) but same problem... Items backlogged into the Servo's.
I replaced all those cables with XNET since that is teleporting items instead of travelling there.
However since both Mekanism and Thermal Dynamics have problems with Storage Drawers, I think the problem might be in Storage Drawers? Also since chest to minichest does not have the problem.

Please re-test with a recent release, as item handlers were changed a little.
If you could sent me a minimal creative world that reproduces the issue that would be extremely helpful.
Good afternoon! I am not sure which of the recent updates started causing this issue, but I am running into the same problems described above. To recap...
- I have duplicated this issue using Basic, Advanced, Elite and Ultimate Logistical Transporters
- I have managed to have this issue occur when trying to send items to an Elite Crushing Factory, Elite Injecting Factory, Chemical Oxidizer, Elite Purifying Factory.
- This issue was present in both Mekanism versions: Mekanism-1.12.2-9.6.6.358 and 1.12.2-9.6.6.359 (not sure if this happened pre 9.6.6)
- I restarted the world instance (logged out and back in)
- I restarted the entire game instance
- I reinstalled Mekanisn and its dependencies
- I am using forge version: forge-14.23.5.2822
- I experienced this issue in multiple worlds (i.e. Workshop, CrazyWork, NewFactory), NOTE: this also means testing across multiple world types such as Superflat, Overworld and Large Biomes.

I'm seeing this on ores pulled from an AA crate into a TC smeltery controller using the Basic Logistical Transporter. It'll pull items to fill the smeltery, but when the smeltery is full, it'll drop one ore block on the ground. It's happening on a dev server for a pack I'm making, but I'll try to reproduce it with a minimal setup. You said "minimal creative world", I presume you specifically want creative rather than survival?

Small pack I made in MultiMC with just Actually Additions, Dark Utilities, Mekanism, and Tinker's Construct, that shows the setup I'm using and the issue occurring. Set the pipe to pull from the crate of Tin Ore to start it up.
We've made significant changes to the Transporter idle path calculation as well as the way we support external inventories in 1.15. Going to call this fixed and close, will re-open if this issue recurs.
I'm having this problem right now.

It is an ethylene generator and having severe problems getting rid of the substrate produced.
Thousands of substrates are dropping from the logistic transporter to the ground and crashing the server.
I couldnt find a solution yet.
