Solar Evap. Plant causing problems with surrounding machines.

Issue description:

 It appears that, after building a Solar Evaporation Plant, that when the chunk that the plant is in, and the immediate surrounding chunks are unloaded, it causes the pipes/cables to quit working and stop transporting power, items, and fluids/gasses. I'm playing on a Pixelmon/Space server called EvolveCraft, using this modpack https://www.technicpack.net/modpack/pixelmon-to-the-moon-and-back.1202971

Steps to reproduce:

  1. Build a plant as well as some machinery around it, using power cables, logistic pipes, etc.
  2. Leave the area to cause the chunks to unload.
  3. Return and see the problems.

Cable networks breaking has nothing to do with the evap plant. there is already an open issue
