Multiblock Structures for fluids will remove Translocators

Issue description:

When loading a world, switching dimensions, or anything that causes a chunk to be unloaded then reloaded, specifically retaining to Dynamic Tanks, a Fluid Translocator (From Chicken Bones, but also listed under Forge Multipart CBE under TheOneProbe) will pop off (or cease to be connected) and disappear if it doesn't detect a tank or inventory.

Maybe there's a way for the Dynamic Valve to always register as a tank even before the Multiblock forms?

Steps to reproduce:

  1. Build any sized Dynamic Tank with at least one valve accessible.
  2. Place a Translocator on the valve.
  3. Reload the world, break the tank and replace, or switch dimensions without the chunk the tank is in being loaded.

Switched to Ultimate Mechanical Pipes so this is very minor.

It's still a possible enhancement to cache the multiblock on load, before it has ticked to check its structure

Translocators is severely out of date and will likely not be updated anytime soon. If this proves to be an issue with up-to-date mods we’ll take a look again.
