Osmium Compressor stops running if there are more Speed Upgrades than to-be processed items

Issue description:

Test done making Refined Obsidian Ingots (also happens with Refined Glowstone Ingot).
If there are more Speed Upgrades installed, than there is in the Input Slot (Extra Slot seems to be unaffected), it will stop processing. If there are 8 Speed Upgrades, it will not run at all

Steps to reproduce:

  1. Add 8 Speed Upgrades to an Osmium Compressor
  2. Add 8 Refined Obsidian Dust, and a stack of Osmium Ingots (fuel). It will not run.
  3. Remove 1 Speed Upgrade (down to 7), and it will process 1 Ingot, then stop
  4. Remove 1 Speed Upgrade (down to 6), and it will process 2 Ingots, then stop
  5. It will now only process items if there are more to-be processed items than Speed Upgrades (so remove one, it will process one). It will also not process with 1 to-be processed and 1 Speed Upgrade.
    At 0 Speed Upgrades, it will process everything just fine
