Issue description: Since 9.9.14 jetpacks are not consuming their Hydrogen supply

Steps to reproduce:

1. Get a Jetpack
2. Charge it's internal hydrogen supply
3. Fly indefinitely (cause Hydrogen level does not change ever)

Version (make sure you are on the latest version before reporting):

Forge: 31.1.18
Mekanism: 9.9.14
