Logistic sorter RR no longer functioning in v10

Issue description:

When enabling RR on a logistic sorter directly connected off of a regular chest, logistic sorter stops pulling and pushing items. Turn off RR and items will start moving items again.

Steps to reproduce:

  1. Put down a standard chest
  2. Attach logistic sorter directly to standard chest.
  3. Connect the logistic sorter to other inventories (such as two other standard chests, two other bins, chest and a stock minecraft block like a dispenser, etc...) or even just a single inventory
  4. Enable RR
