Server crashed with Exception in server tick loop while boot up

Issue description:

Server crash when boot up after first crash happened,
report by player, they right clicked a dynamic tank many times before, but once suddenly crash.
Crash happened with 1.16.4-10.0.17.444, trying upgrade to 1.16.4-10.0.18.445 still crash server.

Steps to reproduce:

  1. Right click at dynamic tank
    1-1. Start server normally.

Version (make sure you are on the latest version before reporting):

Forge: 35.1.0 & 35.1.11
Mekanism: 1.16.4-10.0.17.444 & 1.16.4-10.0.18.445
