[Bug] Transporters Connections Dissapearing With Create Utility Blocks

Issue description
When You Connect A Transporter To A Create Utility Block It Behaves Normally. If You Leave The World, When You Come Back The Connection Assigned (Auto/Manual) To That Utility Block Dissapears.
It Doesn't Happen Randomly Or With All Utility Blocks, Is Always One Utility Block In Specific And Persist Even If You Use Another Utility Block Of The Same Type.
In This Example, The Second Deployer Connection Always Dissapears.

I believe this is due to Create and the fact they don't initialize caps for a tick but when they do they don't update neighboring blocks that they now have a cap if they already cached there is no cap. I talked some with simibubi, and they are going to go ahead and make Create initialize the cap when it first is requested which I believe will fix the issue you are seeing.
