Fission Reactor Coolant Consumption bug

Issue description

I have a 5x5x7 Fission reactor that works perfectly fine until the burn rate is set beyond 5.12, anything higher than that, and the coolant consumption rate climbs far beyond the expected increase.

Steps to reproduce

Build reactor of similar size
supply reactor with means by which consumption can be monitored
engage reactor to 5.12 and note consumption rate
engage reactor to 5.13 and run for safety!

After further experimenting, it seems the issue has more to do with the Thermoelectric boiler or Tangeloporter. For some reason as soon as I cross that threshold burn rate, Heated Sodium starts to back up in the Tangleoporter. The boiler isn't full, the pipe feeding the boiler isn't backing up, it just fills in the Tangleoporter and then backs up coming from the reactor.

I'm more confused now than I was.

My apologies, I didn't realize there is a difference in output flow from the reactor as compared to the boiler. I thought I was still operating in the 100 buckets/tick range across the whole system, but the reactor was putting out over 1k buckets/tick past the given burn rate, thus exceeding the capacity of the pressurized tube to output heated coolant.
