Rotary Condensentrator sometimes doesn't run for some reason

Issue description
When we place down a Rotary Condensentrator and then put the liquid or gas in it, the condenstrator sometimes doesn't work. It doesn't matter what we do, condensentrator doesn't work unless we empty the gauge and let it fill again.
Steps to reproduce
Unfortunately I don't know how to reproduce this issue, I have tried to reproduce it but I failed. Only thing I know is that this happened to me with liquid lithium, and I have seen a few people having this issue with liquid lithium.

Update: It seems that the type or fluid/gas doesn’t matter, and it probably has something to do with the gauge because rotary condensentrator probably thinks the gauge is empty for some reason.
This video looks like a side config problem so it is not a bug. The bug I mentioned happens when the output gauge of the rotary condensentrator is empty.
Your video has it not running because the destination it is sending to is already full so it has backed up and is waiting for there to be a need for it to run.
