Fusion Reactor loses some heat every time we reform it

Issue description

When we first build a fusion reactor, it works normally and produces the energy that is intended. But, if we break a block of (except the controller) and replace it, the reactor will lose some of its heat, and this will cause it to produce way more less energy. If we do that so many times (even on server starts), this will decrease the heat so much that fusion won't even produce no energy.

Steps to reproduce

  1. Build a fusion reactor, feed it with fuel and ignite it.
  2. Wait until everything balances.
  3. Break a block of the reactor (other than the controller) and replace it to reform it.
  4. You will see that the reactor will have lesser heat, which means less energy.

The plasma heat turns into case heat, this makes the energy production go down.
