digital miner looses upgrade effect if moved

Issue description
if you move a digital miner with upgrades in it those upgrades loose their effect unless you reinstall them
Steps to reproduce
- place and upgrade a digital miner
- break it and move it somewhere else (the upgrades should loose their effect)
- uninstall and then reinstall the upgrades (this fixes it)

1.21 (Latest)
NeoForge version
21.0.65
Mekanism version
10.6.4
Other relevant versions
not 100% sure if this effects the bug but i am playing ATM10 version 0.11
