
Mark proxyable capabilities

Issue description
Since github.com/neoforged/NeoForge/pull/1446, capabilities can be set to be proxyable. By default, they are not. It would be good if Mekanism would mark the relevant caps as proxyable (in particular the chemical handler), such that other mods can start proxying those automatically.
