Issue description

Jetpack unit's handle mode key cannot be disabled while the unit is disabled.

Steps to reproduce

1. Install jetpack unit to the mekasuit.
2. Try to disable the handle mode key while the unit is enabled and disabled.
3. See that the handle mode key won't be disabled while the unit is disabled.

The issue above doesn't happen in dev environment, but I realized that the handle mode key acts a little weird.
