Ore Harvest Levels not doing their job

General Information
Describe the bug:
You can mine high tier ores with low tier pickaxes
To Reproduce:
- Mine any ore with a pickaxe that doesn't have the requirements to mine it
- Notice how it gets mined correctly
Expected behavior:
The pickaxe is not expected to mine the ore, but to fail to mine it

Versions:
- Metallurgy: 1.0.0 testing-build
- Minecraft: 1.12.2
