[Suggestion] Item Blacklist for increased Action Speed from Power User (Carmot Armor) / Quick Action (Quicksilver Construct's Armory trait).

Describe the solution you'd like

An option to blacklist items from gaining an increase

Why would you like this to be implemented?

Some items may not work correctly if the Action Speed goes too fast, such as using certain spells from Electroblob's Wizardry.

In this video, I try to cast Font of Vitality while wearing Carmot Armor but the spell doesn't get cast due to the Action Speed being increased from the Carmot Armor. This is because the spell has a windup cast where you have to 'charge' the spell up in order to cast it. Upon removing the Carmot Armor and re-casting the spell... the spell ends up working correctly.

There may be other items that might not play well as they normally only work if the Action Speed is at the default speed.

P.S.
I remember there being a blacklist of some sorts when the Quicksilver Armor had this effect originally since some modded items ended up breaking due to the increased Action Speed. From what I can remember... it prevent Bountiful Baubles' Magical Mirror from working as well as Advent of Ascensions Blasters... though the Blasters DO appear to work with the increased Action Speed but I'm unsure if the Mirror is affected.

..also by any chance could Chaos Crit get a config option to change just how much bonus damage it gets from the random critical hits? Since the description says 'up to 3x' I wonder if this max cap could be changeable... like if one wanted to lower it to be up to 2x damage.

Upon doing some digging around, this was actually present in Metallurgy-4-Reforged-1.1.0, as shown in this screenshot.

quicksilverquickactioneffectblacklist

I dunno when it got removed, but I wanna guess when the armor effects got moved around, such as Carmot having the effect instead of Quicksilver.
