Rod Blocks can be placed on the side of non-solid blocks

Describe the bug
Stick, Bone and Blaze Rods can be placed on the side of non-solid blocks, like the short grass

Expected behavior
The Rod Blocks should only be placed on top or side of solid blocks, and should replace replaceable blocks like short grass
