[BUG] Meters for Deaths and Injuries remain permanently red, despite no recent deaths or injuries

Current Behavior
This issue has been previously reported and fixed on #9921, but is now reoccurring in build 1.1.647-beta of MineColonies.
During the entire run of my current colony, the Deaths and Injuries happiness meters have been stuck on red, both overall (Town Hall) and individually on each citizen.
I have not had any citizen deaths in the past 30+ in-game days. I had a few isolated injuries as my Builders paced around certain builds, but none in the last 10 in-game days.
Nothing I do ever seems to change these two meters. Every other meter updates correctly according to their criteria.
Note: despite Raids without Deaths being orange, I have disabled raids in this world over 50 in-game days ago, to focus on the colony aspect. Usually, this meter remains fully green, but changed here for some reason.
Expected Behavior
I expected both happiness meters to behave as described in the MineColonies wiki:
Each time a citizen (other than a Guard) dies, other citizens will mourn the next day and be less happy for the next three days. All citizens become slightly less happy for the next day when injured.
Reproduction Steps
- Create a new colony, and develop it to any stage of progression;
- Kill one or more citizens, or injure them sufficiently to decrease the meters to red;
- Wait for over three days or more to pass within the colony.
Additional context: At the very beginning of my colony, I had the death of one of my first colonists to a Zombie. Past that point, I've had two guard deaths and one citizen death, spread out between over 30 in-game days of each other. Ever since the first death early-on, the Deaths meter has been red.
