Builders will backtrack to clear snow that falls during rain.

Is there an existing issue for this?

Are you using the latest MineColonies Version?
- I am running the latest beta/release version of MineColonies for my Minecraft version.
I am also running the latest versions of other mods that are part of my problem.
Did you check on the Wiki? or ask on Discord?
- I checked the MineColonies Wiki and made sure my issue is not covered there. Or I was sent from discord to open an issue here.
What were you playing at the time? Were you able to reproduce it in both settings?

Current Behavior
During the clear out stage of level 1 construction. If snow has fallen during this stage. The builder will go back and clear any new snowfall. Significantly extending the amount of time it takes for buildings to complete in snowy biomes.

Expected Behavior
Preferably, builders ignore snow piles during the initial cleanup, and then during the final cleanup stage remove the snow.
Or some way that the builders will not go back and clear new snowfall.
Reproduction Steps
Set a large footprint hut to be built in a snowy biome. Build with a level 5 builders, during the middle of clearing, turn rain on, so snow falls. Watch builder's behaviour.
